2. He-Man (from the 1980s)
3. She-Ra
4. Jem
5. Ducktales
6. Darkwing Duck
7. Teenage Mutant Ninja Turtles (the original cartoon)
8. Inspector Gadget
I also loved the game show Where in the World is Carmen Sandiego, which, while not a cartoon, Carmen Sandiego and the other villains were cartoon characters.

Having had the chance to view a few more shows, I've had to develop separate lists for western cartoons and anime and nail down actual ranks for at least my top 7.
